first of all, I do think your question is missing an answer choice: E. Nonetheless, this is not an assumption question but inference question. In my entire life (aka all the OGs, Official TOEFL iBT test 5 real test volume 1 and 2, and all the official software) I never came across to an assumption question, maybe one time, maybe.
All this to say, GMAT RC the best strategy is to read the entire passage carefully and one time, otherwise you do not grasp fully the meaning, especially during the reading of the toughest one, BUT this strategy is also powerful for people that have a mid/upper level of standard English for the TOEFL exam. However, for those who have a high level of comprehension can the passage be skipped, reading right away the question and then back to the passage to search for the answer. This is because they are less dense than those on the GMAT exam.
Moreover, the order in which you have to reply the questions, during a TOEFL RC passage, is always the same: usually the first is the main idea, the 2 or 3 inference, the word in context and the question that summarizes the passage itself, and so forth.
I nailed always 100% of the questions during the exam and practice.
