I think the text you've quoted means memorizing responses, i.e. the whole texts to the set questions. And it seems what you mean is memorizing structure - Intro, example 1, example 2, conclusion.
In my opinion, you'll just not have enough time to refer to the structure. It has to be automatic, and to make it automatic you have to practice. I did it this way. I watched the instructional videos here:

I would look at the random question, scratch some ideas on the paper, and record my response. So, if on the real test you'll have 15 seconds to prepare, I did the same during the practice. Then, I would listen to my own response, and tried to find the areas I could improve. It was quite difficult in the beginning, but with practice I was doing better. So, when the exam day came, I knew what to expect, my responses were more or less automatic, and I was more confident.
