Adcom considers a few things, such as SOP, LOR, WE, TOEFL/IELTS scores, and GRE/GMAT scores, so language proficiency is not the only deciding factor. If you do some research, you might get a waiver in test scores in some universities.

Hello. As I know, student having an ideal IELTS score that is equal to or greater than the minimum criteria will have higher chances of making it to the university than those with an IELTS score lower than the minimum criteria.
