That will depend on the school's decision, at least in the US
The only universally accepted waiver is if you have studied in the US for one of your degrees, and I believe there is a requirement of 1 or 2 years.
Many schools will allow you to waive TOEFL requirement if your language of instruction in undergrad/grad was English, but you need to provide proof of that and most often, you are still required to take the test.
I would say, most likely yes, but check with admissions - they'll clarify.

99% of the Indian students who are applying for higher education abroad have their undergrad/postgrad in english. The reason of TOEFL exams is to prove how good has been your english as your mother toungue is not english, because english standard is not the same in all schools across India.
Like my cousin who has done his Phd in Physcis from a relatively well known university but from a small town had to prove his english skills through TOEFL exam even though he had almost 25 years of education imparted in english and guess what he didnt get the score enough required for the university thats because he can read and write and understand english but not good english.
