The following appeared as part of an editorial in a campus newspaper:
“With an increasing demand for highly skilled workers, this nation will soon face a serious labor shortage. New positions in technical and professional occupations are increasing rapidly, while at the same time the total labor force is growing slowly. Moreover, the government is proposing to cut funds for aid to education in the near future.”
Discuss how well reasoned you find this argument. In your discussion, be sure to analyze the line of reasoning and the use of evidence in the argument. For example, you may need to consider what questionable assumptions underlie the thinking and what alternative explanations or counterexamples might weaken the conclusion. You can also discuss what sort of evidence would strengthen or refute the argument, what changes in the argument would make it more logically sound, and what, if anything, would help you better evaluate its conclusion.
Answer :
In the passage above author intends to say that there is a increase in the demand for highly skilled workers like in technical and professional positions while the over all demand is growing slowly. Also as govermenet is proposing to cut funds for education we may see further impact on the labour market. Authors line of reasoning can be questioned.
Firstly , the author intends to suggests that if the goverment cuts its spending on educational aids we could see a shortfall in the number of highly skilled workers. In this , author is forgetting that in the current world, most educational universities run like cooperate houses who have less depend on the goverments and more on the external fund sources like alumni and charity grants. If we look at MIT or Stanford or Yale , we would see that these universities are totally independent in nature and have a commitment to produce highly skilled workers in various fields of science and businesses.
Secondly, even though the overall labour force is growing slowly , we could find ourselves in a position where the highly skilled workers from abroad are attracted towards the nation and asked to provide their expertise in the fields. This could easily fill out positions in academia or cooperate houses. Also it will increase the diversity in our colleges and offices which will provide new learning and networking opportunities to the students and as well as the working professionals.
However if the author provides arguments stating that the demand for highly skilled workers can't be meet from the local as well as international market , we could see a serious labour shortage. Also if author provide another argument in the technical and professional occupations which states that the industry that requires these workers is heavy dependent on goverment support and aid, we could believe the autors line of thought.

The given argument is vaguely structured with no concrete figures given such as it states that technical and professional occupations are increasing very rapidly and labor force is growing slowly.For example prior to the surge in demand there were 100 technical and professional posititons now it is increasing at fifty percent rate annually but 1000 skilled labors were already there in the market now increasing at the rate of 20 percent annually.Though skilled workers are growing at a slow rate but still their numbers are overwhelming when compared to new positions.Hence without the knowing the previous status we cannot comment whether market will fall short of labor or will be able to fulfil the demand.
Second point is that, with increasing demand ,companies can always provide quick vocational training to unskilled employees available and can make them abreast with the knowledge required for new positions.Hence argument should specify how good is the trainig system to fill the gap between demand and supply, if at all it exists.
Thirdly author is correlating two unrelated terms as 'labor force' is usually used for untechnical and manual workers, it cannot be compared with techninal and professional workforce.So even if labor force is growing slowly, there is a possibility that technical and professional workforce is increasing rapidly.Hence it should be clearly mentioned what labor force is indicating to.
Last point is regarding the government proposal to cut aid for education in the near future but which sort of education is not specified.As there is a possibility that government reduces the fund in elementary education but increases the financial aid in higher education, in that case market will have sufficient supply of skilled workforce.
In conclusion,extra information is required to judge the argument properly that whether increased demand for skilled workers will lead to labor shortage or not.As per now given argument is flawed.

It also fails to mentioned several key factors on the basis of which the argument could have been evaluated. The conclusion of the argument heavily relies on the assumptions for which there are no clear evidences. Hence the argument is weak and unconvincing.
Firstly, the author states that new positions in the technical and professional occupations are increasing rapidly.
This statement is a stretch because the author does not provide the number or percentages of increased positions.
The argument could have been considerably strengthened if the author provided information on the nations population and increased percentage of the positions.
Secondly, the author readily assumes that the total labor force is growing slowly.
This statement is weak because the author does not provide the demographics of this nation. The nation could be growing slowly compared to last year or the nation could be growing slowly compared to other nations.
The author could have considerably sretenghted this argument by providing correlations or examples of the rate of growth of the total labor force.
Thirdly, the author states that the government if proposing to cut funds that aid education in the near future. Again, the statement is weak because the government is only proposing a plan.
