PhD programs care a lot about your research aptitude. So if you're guaranteed a lot of research at USC, I would definitely go for that. Plus, Los Angeles, as a city, provides more opportunities than Austin. Rank won't matter so long as you can get professors to vouch for you.

Yeah, sadly (given my avatar) I think USC might be the better choice. Can't go wrong though because both universities are very productive in research. I know that there are RAs here, but I don't think many MACCs get them.

Most professors I've talked to though say that PhDs in accounting usually work in public for a bit before starting the PhD program. Just something to keep in mind :-)
