They way I see is,
Total employees = 2/3 clerical + 1/3 sales&engineers

Let's start with a simple example. Consider following statement:
There are twice as many girls as boys in the class. => Let the number of boys in class is b, then the number of girls = 2b.
Similarly, from statement (1) we can write following:
Let No. of engineers = e, no. of salespeople = s.
No. of clerical staff = 2/3(No. of engineers + No. of salespeople) = 2/3(e + s)
Total number of employees = 2/3(e+s) + (e+s) = 5/3(e+s).
