How many days before the exam, we can register by latest for GMAT without any fine?

Hey Uday,you can apply before 7 days and for the next attempt you have to wait for minimum 16 days. For other info in details, you can refer to GMAT handbook.

If it's a new appointment, one business day before the test, subject to availability of slots at the center you want ($250).
If you are rescheduling an appointment more than 7 days early, an additional fee of $60 will apply.
If you are rescheduling an appointment within the last 7 days, an additional fee of $250 will apply.
A GMAT appointment cannot be rescheduled in the last 24 hours before the test.
