To start, when posting specific GMAT questions, you should post the ENTIRE prompt (including the correct answer) and post in the specific sub-forum. For example, the Data Sufficiency sub-forum is here:

This particular DS question is fairly-straightforward and we can solve it with a mix of Arithmetic and TESTing VALUES.
We're asked if X is greater than Y. This is a YES/NO question.
1) X + Y < 0
IF.... X = 0 and Y = -1, then the answer to the question is YES.
IF.... X = -1 and Y = 0, then the answer to the question is NO.
Fact 1 is INSUFFICIENT
2) X - Y > 0
We can 'rewrite' this inequality by 'adding Y' to both sides. This would give us...
X > Y
Thus, the information in Fact 2 is telling us 'X IS greater than Y', so the answer to the question is ALWAYS YES.
Fact 2 is SUFFICIENT
