I have observed that in many cases there is a RC qn during 31-36 qns of verbal section
since the time is crucial during that period can any expert throw some light on better strategy ?

On the Official GMAT, it's fairly common to see 1 RC passage every "quarter" or so in the Verbal section (although it's possible to see a pair of passages closer together on Test Day). Thus, you should expect to see that final RC near the end of that section. While that might be a little stressful - since dealing with a RC passage requires a bit more time and work than an SC or CR does - you can be ready for it by properly pacing yourself throughout the Verbal section (and approach ALL the questions - not just the RC prompts - with the proper Tactics and note-taking). If you are frequently having to 'rush' to finish the Verbal sections of your CATs/mocks (and getting a bunch of questions wrong as a result), then there are likely some inefficiencies in how you are handling the earlier questions in those sections.
Before I can offer you the specific advice that you’re looking for, it would help if you could provide a bit more information on how you've been studying and your goals:
Studies:
1) How long have you studied? How many hours do you typically study each week?
2) What study materials have you used so far? What “brands” of CATs/mocks have you used?
3) On what dates (or approximate dates) did you take EACH of your CATs/mocks and how did you score on EACH (including the Quant and Verbal Scaled Scores for EACH)?
Goals:
4) What is your overall goal score?
5) When are you planning to apply to Business School and what Schools are you planning to apply to?

Using time markers for time management may be helpful. If you feel RC sucks up a lot of time, it may be helpful to work on a reading methodology, learn how INFERENCE questions work, etc.
