I have observed that in many cases there is a RC qn during 31-36 qns of verbal section

since the time is crucial during that period can any expert throw some light on better strategy ?

I suggest that you manage your time in batches of 5 questions. To that end, you can use the following Milestone Charts to keep you on track:


These times are easily remembered so you can quickly jot them on your noteboard on test day.
This will help ensure you have enough time to deal with any RC passages that appear near the end of the Verbal section.

The main thing is to pace yourself throughout the verbal section to ensure that, regardless of what you run into in the last 6 questions of the section, you have time left to handle it. For some tips on how to pace yourself effectively, see this post.
