I have written GMAT twice, at first in 2011, I got a score of 660, AWA 5 and never applied anywhere, due to financial crunch. In March 2014, I have tried again and I got
GMAT 690( Q: 47, V : 37, IR : 5) and AWA 3.5,. Even though I am disappointed with both the scores, I don't think I have time to prepare and rewrite the exam. But anyway, that was done, and I applied in NUS and Nanyang MBA in the last week before deadline - and got rejected.
After that I have written TOEFL (iBT) and got a score of
108.
I want to start my MBA asap, especially in US/Canada/Singapore or HK. Which are the schools that I should target to, and in in which session? Finances are a bit of constraint for me, as getting a scholarship at these scores don't seems as an option at all. So overall, what are my chances.

I don't want to delay my MBA any further, and want to get into a good school for January intake. Location isn't a constraint for me, but finances are to a certain extent, as I have no one to give guarantee for my education loan.
