Well hello there!
So the first that you knoooow I am going to tell you is: Retake that GMAT!
(You knew it! Admit it).
I mean in your case especially you gotta. The thing is, so many schools get soooo many applicants from Indian candidates, and a LOT of them have awesome GMATs. What most of them lack though is really strong work experience, which you HAVE! In McKinsey and Company of course. If you have support from your firm in terms of great LORs (and perhaps financial support?), you could be a fantastically strong candidate! And with a 700+ (although 720+ would be still better) could apply even to Top 10 programs with some chance of getting some money.

As far as your thoughts regarding tuition and scholarship go, although I totally understand your reasoning, my first rule of thumb when it comes to B-school is: Go to the BEST school you can get into (even if they don't offer you money). And now, on to your questions:
1. It's quite good for those schools, which is why I would urge you to retake the GMAT and apply higher.
2. Good. I would also suggest INSEAD
3. Doesn't guarantee it. But everything helps.
4. Retake that GMAT! (and if your volunteer work is lacking, add some stuff there)

Thanks a lot for your reply!

Yes, I'm absolutely going to retake the GMAT. I'm having a tough time digesting my score too, and will be targeting a 720+ :)

For the choice of colleges, I realize that I'm trying to play it very safe. I will be modifying my list of B-schools, and will add more high ranking colleges in there. Thanks for reaffirming that.

For the involvement or extra-curricular part, I forgot to mention the stuff that I have done in my firm. (you see so many stories of social work and start-ups that you start considering only that as meaningful involvement). Just to give you an idea on what I've been up to:

1) In terms of recruiting/mentorship/unit contributions:

- I help in recruiting for my practice (the pharma team) across all our hubs globally.
- I've played mentor roles to 2 new joinees in my team over the last 2 years

2) In terms of thought leadership:

- I've helped in the building of the regional pharma practice in the Middle East & Africa region
- I've participated in a global event within the firm, where teams are required to present new innovative ideas that can be funded & commercialized into business models by the firm - my team was one of the semi-finalists
- I'm constantly involved in the generation of new knowledge & content with respect to the expertise area that I've developed

On the whole, I'm quite passionate about recruiting/mentoring/talent development, and I keep looking for ways to get involved in that.

Additionally, I also wanted to run by the goals that I have in my mind. Post-MBA, I want to get into strategy development side of pharma/healthcare industry. I'm also open to program management roles in health institutions like Gates Foundation or Clinton Foundation. Considering this, do you think the list of B-schools that I have in mind from US and Europe is a good one? Are there any other B-schools that you would recommend for my goals?

So the more you write, the more I like it.
I love the recruiting tuff and the thought leadership too. Both are definitely things you would want to include in your application. Neither are really volunteer work ;), but they are still pretty awesome.

Your goals are interesting, and we'd have to dig a bit deeper to see juuust how much sense they would make. You did some consulting int he industry, which is awesome. Is it enough to justify a proposed career change to said industry? We'll have to look at it in the detail. But it sounds like it could work from here.

Other than that, for your final school list - don't worry about that for the moment - first get that higher GMAT, and then establish your school list. There's nothing wrong with playing it safe (it's even wise), but it's also good to take a shot at the top too.
