The short answer is no.
If you think you can replicate your GMAT score (or at least come close to it) I would consider retaking the exam. Based on your profile, it sounds like you are a good test taker or at least a technically-oriented individual. Would you need to study or do any additional preparation? If no, then the only really costs are your time (to sit for the exam) and the cost of the exam itself. You also have nothing to lose in the sense that your current score is banked, so you can always fall back on it should the second exam not go as well. You are effectively just giving yourself optionality and/or upside.
That being said, if you did nothing and submitted an IR score of 4, I am sure you will be more than fine. The IR score is arguably one of the least important components of your overall application.
