Thanks for getting in touch and for sharing your stats. So lots of things to think about here. R3 is a TOUGH round for anyone -- most intakes are pretty full at this point and they may only be looking for specific things -- but it can be tougher for people on the lower end of the stats spectrum. Make sure you write an optional essay about that 3.1 and explain the situation and what you learned from it. 660 is a tough score at top b-schools and while you should definitely apply to the schools you are targeting, if this is the year you MUST go to b-school, I'd like to see you expand your range. Look at Georgetown, Notre Dame, and Vanderbilt, for example. Maybe UNC but I think that will still be tough with the 660/3.1 combo. (Take a look at the 80th percentile range for GPAs at the programs you are interested in -- I always get a little worried when someone is in the bottom 10%. The bar is just going to be that much higher for you.)
If you decide to go for R1 2018, please check out The Consortium and apply through there. You're an under-represented minority and The Consortium will have a lot of resources for you. I'd also like to see you get that 660 up over 700 and that can take some time.
