Why ARE you applying for a 2nd MBA, and why now, they will wonder?
While the schools will certainly take your application seriously, my sense is that, from the info you've shared above, your odds might be tough. You've picked three of the toughest-to-get-into schools in the US, and you've got a number of hurdles: less than average work experience, a lower than average GMAT, and on top of that, you already have an MBA (and have a low GPA there)! It's tough to divorce the academic standpoint from the rest of it -- admissions are holistic, and it all counts. With all those things together, that profile presents a lot to overcome. I don't want to say it's impossible, because I don't know about your personal impact and leadership in your work experience or with the social impact initiative...but I think it would be very challenging.
If you do decide to apply, do make sure to clearly articulate why you need this second MBA and explain what happened the first time (along with whatever you can do to assure them that you will fully commit to your classes this time). I'd also be sure to add to your list of schools to include programs with higher admit rates to maximize your chances of success, and retake the GMAT if possible. GOOD LUCK!
