A score of 640 in GMAT... not enough to apply both in india or abroad!

Some uni has no minumum GMAT score requirement. Harvard is one! They look at the whole profile, so if you have a story to tell allow the essays to do it rather than the GMAT. There are options with a 640 score just need to do a bit of research with the schools and a lot of effort with the essays.
The other option is to resit the GMAT exam.

Many applicants retake the GMAT- in fact it has become a norm to do that! B-schools consider your highest GMAT score. My advice to you will be to retake it and increase your chances of admission to better b-schools.
