I don't have enough knowledge about Carlson to really advise either way.

But the financial aid offers from JHU/GWU would sweeten the deal.

Between JHU/GW I liked GW just based on a quick look. They seem to have better recruiting and more opportunities. DC/DC Suburbs are great for IT/Consulting work.
