Asides from the scholarship, could you please enumerate the other pros and cons of both schools (and why you chose to apply to the first place)? It will make it much easier to help you.

Pros Strong focus on consulting with consulting enterprise in which one has to work with the corporate partners on consulting projects, ranking of the school, job placements.
ConsJobs just limited to Minneapolis or chicago, regional school, harsh weather and at the moment (46k usd than Johns hopkins)
Johns Hopkins
ProsThe course is Global MBA so the focus on how businesses work internationally, Prestigious ranking of the university (not B school but university), Location advantage of being close to NYC.
ConsThe school is relatively new (8 years old), no AACSB accreditation, no concentration focussing on consulting.
First, in my opinion, i would prefer to apply to MBA programs that only have AACSB accreditation. Right of the bat, I would pick Carlson for this criteria alone.
Second, prestige of university doesn't always translate to prestige in their MBA program. Recruiters, particularly in the big consulting firms, are able to make that contrast.
With regards to your other concerns:
-Since both schools are generally regional schools, would you rather work in the midwest or in the east? Do you have any target companies? That's your starting point.
-How important is having a deep dive into the consulting practice VS having a better background in international business?
-Is the scholarship a deal-breaker for you? You can eventually recoup the tuition fee faster if you enter a school that can land you a better job, with a higher salary.
