First of all, there is a healthy expatriate population in Paris. So I don't think HEC would be a problem at all, especially if she's open to learning French.
IMD is geared towards older professionals, I mean not old-old but people on their early thirties, so it would seem likely to me that they have activities and clubs for couples.
And European MBA programs are on the whole more open to candidates over the age of 26 so I think that it's a good move to stick with that.
What I would recommend is that you contact each of these programs and ask what they have in terms of couples programs, and partner programs.
After that, connect with them over social.media.
In some ways, I think the fact that you have a child would help her connect with other mothers at the playground or whatever and provide a common ground.
She just needs to make a decision to put herself out there. Spoken from the perspective of someone who has lived abroad many times.
