So the school brand really matters when you graduate and the recruiting that happens on Campus.
McDonough is not a huge powerhouse but it does place 25-30% of reporting folks from a class of 250 into consulting which is very helpful. This means there is a lot of attention, focus, and infrastructure to prepare you for that process (interview prep, case prep, etc). Reference the 2021 employment report:

I am sure there are also differences and placement and role differences depending on the office/clients served but a foot in the door is what you are looking for anyway at this point.
Despite a lower rank, Cox seems to actually be able to place a similar % or rather attract enough students to make it the main placement industry. That's impressive for them to do. Not easy when you are not ranked a Top 10 or even Top 20.
I think ultimately both schools have infrastructure to help you get to a consulting interview (and support for the interview process as well). The main differences are size and volume as well as roles/offices available to both but taking into consideration that only 1 in 3 gets through consulting and it is more challenging for international applicants to get through the interview and recruiting process, I would take the money at Cox.
