The future prediction business is very risky

if we are looking 4 years ahead! Who knows what the FinAid policies will be and how they will play out with scholarships and awards.
What I have seen is that most people end up reapplying (not all) but many reapply to see if they can get a scholarship or because they change their focus or they get married and their SO is in a different city than PHL or Boston for example. Others may forego as they have a startup or a busy career or family. All kinds of things happen.
And usually those who reapply have really strong chances and very good applications so they get in, so the decision you are stuck with right now is not so critical so to speak. Wharton is probably not guaranteed to get a scholarship. HBS is the most likely a more certain candidate for FinAid as they have a $65K as their cut off for the poor state, though they look more at your savings rather than earnings, so make sure you don't have a lot of money in your retirement accounts as that will be a consideration (someone got burned by that a year ago). So savings sort of backfire with HBS unfortunately...
You can always reapply in 4 years (hopefully test score is still valid) if that is not the choice you want to pursue or if you want to attend Stanford for example.
