Recently I completed my Master's Degree in Public Administration department; the result has not published till now. How to prepare me for Ph.D. on this same subject. I heard that M.phil. is required before Ph.D. Is it right?
No, usually M.phil it's not required. Most applicants have some kind of graduate degree (I have an EMBA and a Master of Science), but there are people who got into a PhD program after undergrad.
Preparation for a PhD can mean a lot of different things, and I don't know what kind of help you are looking for. It could include understanding the application process, preparing for all the math and programming you are going to need to face a PhD, selecting schools to apply, getting high GMAT/GRE scores, writing statement of purpose, narrowing research interests, preparing to move, worrying about finance, etc. Preparation really includes a lot of things, and takes a long time.
But I guess a good way to start is to do some research about schools that offer the kind of PhD you want, and then read the information provided in their websites for applicants.
