What that usually means in practice is: increases are possible if (a) they have remaining funds in that round and (b) you give them a clear reason to re-rank you.

The only 3 reasons scholarships get bumped- A competing offer from a peer program (ideally same region/tier) with a higher scholarship shared as proof. (Most common lever.)
- New information that materially strengthens your profile since you applied (promotion, major award, higher test score, big leadership win).
- A clear enrollment signal (you’re highly likely to attend if funding improves) plus a realistic ask.
If you have none of these, you can still ask, but it becomes a “reconsideration request” not a negotiation.
