Ok I have been putting in 2 to 3 hours a day going through the quantitative part on the gmat review 13th edition and on the gmat quant review 2nd edition. The problem is that I have worked through them two times over and I still have trouble even understanding what some questions are asking. I downloaded the gmat club quant book from here. Do you think I just need to go over the book on the basics and focus on a specific subject one by one before I continue to answer a mixture of quant questions?

First of all cross posting the same post in different sections I guess is not permitted but a moderator know better than me, of course.
Back to your question I suggest you to start from scratch, buy for example MGMAT Math guides and work on the foundamentals, then take a bunch of practice questions and then try to take a CAT

I agree with carcass. If you are having trouble understanding what the question is talking about, you certainly need to visit some basic concepts first. OG does not have the required theory to explain you the concepts. It just has practice questions. It makes sense to do the practice questions only after you have gone through the theory well. You first need to go through the complete prep material of a prep provider. All GMAT relevant theory will be discussed in it e.g. at Veritas, we have a separate book for Arithmetic, a separate one for Algebra, another one for Geometry etc. These books discuss the concepts you need to know for GMAT. Once you go through them and do the practice questions given in them, you should go through OG. You will certainly feel more prepared
