I'm struggling with questions that talk about "greater than" circumstances where you're required to divide by a decimal. For example, if one is saying 450 is 115% and you're trying to find 100%.
How do you divide 450/1.15 without a calculator?

Estimate! 450/1.15 is a bit smaller than 450, but not that much smaller. There shouldn't be too many answers in that ballpark.
Or, you can multiply both the top and the bottom of the fraction by 10. This keeps the value of the fraction the same, but makes it easier to work with.
450/1.15 = 4500/11.5 = 45000/115
Then, simplify how you normally would. I'd start by dividing both top and bottom by 5:
9000/23
Then trying long division, which would give me the answer.

In most situations , estimation should suffice as the answer options will not be very close .
(115/100 )* x = 450
=> x = 450*100/115
Now , you can cancel the common factors - 5 here
x= 90*100 / 23 = (90/23) *100 = 4*100 = 400
But 92/23 = 4 so 90/23 is marginally less than 4 . So x will be a little less than 400
