I would say E.

We don't know the values of hundred's digits of b and c.

If b = 800, c=100 => a = 900 ; Answer is Yes
If b = 900, c =100 => a = 1000; Answer is No.

I'd go for A as well, but do I get the statment right that if you have ie 265 and 275 that 6+7= 12 and if you have a 2 in the tens digit it's not the same
