I'm agree with 32.

There is a subtle difference between GMATClub and real GMAT -> real GMAT almost never plays positive/negative card, GMATClub always does that.

it is not 32... and the positive/negative issue is not relevant here at all...
the question ask about odd numbers that are perfect squares which are less than 1000.... it doesn't ask for odd numbers that, if squared, the result is less than 1000....
so the numbers we count are the squares themselves:
1,9,25,49,81,121,....,961
there are 16 of those.
