I think this is a GMATPrep question.

Please prefix with GMATPrep in subject line so that people who did not take the GMATPrep test would not know about it until they take the practise test

Answer is 133 and not 134.

with these ratio of max student to teacher type problems... you want to round down the fractions of people left over...
