The table above shows the amount of waste materials, in tons, recycled by each of the five counties in a single year. Which county has the lowest ratio of the amount cycles to the amount disposed off.
What would be the quickest way to solve this?

I don't know a "fast way" but here is how I would approach the problem. First, round the values and turn them into franctions. You end up with the following:
A. \(\frac{17}{143}\)
B. \(\frac{9}{48}\)
C. \(\frac{13}{51}\)
D. \(\frac{4}{20}\)
E. \(\frac{3}{16}\)
Then sort the list, and you end up with the following:
A. \(\frac{17}{143}\)
E. \(\frac{3}{16}\)
B. \(\frac{9}{48}\)
D. \(\frac{4}{20}\)
C. \(\frac{13}{51}\)
Since you are looking for the "lowest ratio" you want the value closest to '1', C is your answer.
A. \(\frac{17}{143}\)
B. \(\frac{9}{48}\)
C. \(\frac{13}{51}\)
D. \(\frac{4}{20}\)
E. \(\frac{3}{16}\)
Then sort the list, and you end up with the following:
A. \(\frac{17}{143}\)
E. \(\frac{3}{16}\)
B. \(\frac{9}{48}\)
D. \(\frac{4}{20}\)
