Legs

4C + 2S = 38

Heads

C + S = 13

I pulled out Captain from pool.

Heads: Cats+(sailors+cook)+captain = 15
Heads: Cats+(sailors+cook) = 14
Legs: 4Cats +2(sailors+cook)+captain = 41
Legs: 4Cats +2(sailors+cook) = 40

Let x is the cats' number
4x+2(14-x) = 40
4x+28-2x = 40
x=6
