I think the reminder is zero.
If both equations represent y, then y may be (13*17)+2 where q=17 and r =13. It can be one such solution. Then, q/17 reminder is zero.
Do correct me if I am wrong.

I agree with zero.
You can also use algebra:
y=13q+2 and y=17r+2
Since the question is about q, let's solve for q:
q=(y-2)/13
But we know that y=17r+2
So plugging it in, we get q=[(17r+2)-2]/13=17r/13
Now, divide q by 17, and the 17's cancel, leaving just r/13. Whatever that is, we've just seen that q is absolutely perfectly divisible by 17.
Answer: 0
