Let Amount charged per hour be "A"
Total consultation Fee = 5000
H*A = 5000 --(i)
Statement 1: If the consultant's hourly rate had been $3 less, then the cost for the a hours of consultation would have been $300 less
H*(A-3) = 5000-300 ---(ii)
We have two equations and two unknowns. Hence we can arrive to unique solution.

H*(A+4) = 5000+(5000*0.08) ---(iii)
We have two equations and two unknowns. Hence we can arrive to unique solution.

(Rate-3) * time= 4700 ......................Eq 2
Solve Eq 1 and Eq 2
SUFFICIENT

(Rate+4) * time= 1.08(5000) .................Eq 2
