Dividing by 720 on both sides in Statement 1, we learn y < 0.5. That's not sufficient, because y might be 0.4, and might be in between 0.1 and 0.6, or y might be -1,000,000, and might not be. Dividing by 500 on both sides in Statement 2, we learn y > 0.2. That's not sufficient because y might be 0.4 or y might be 1,000,000. Using both Statements, we know 0.2 < y < 0.5, so it's certainly true that 0.1 < y < 0.6, and the answer is C.
