Firstly, when statement quote difference, consider absolute values. 
|a-b| = |b-c|

For example: 121, st-1 is sufficient. 
for 876 st-1 is not sufficient.

then for no three digit a can be 0. it will become 2 digit no. So sufficient.

Let's re-state the question: abc = palindrome? or a=c?

The statement says that a-b = b - c > a+c = 2b 
We can have a number of options that satisfy the equation: 123 (not a palindrome) or 212 (palindrome). As we have two different answers, statement A is unsufficient.

The statement says that c = 0. In order to have a palindrome, we will need to have 0b0, which is impossible as question stem has already stated that abc - is  three -digit number. 
So, we definitely know that abc is not a palindrome. Sufficient.

B is the answer.

757 (palindrome) 
753 (not a palindrome)

Again 303 satisfies the given condition, which is a palindrome. Not sufficient.

(2) The unit's digit of the number is 0. > To be palindrome the hundred's digit of the number also has to be 0, which will make it two digit. Clearly, the number is not a palindrome. sufficient.
