Ok honestly I'm also a little taken aback by this question but still tried to solve it. Btw what difficulty level question is this ??? And what's the source ?
My answer is B
now I have tried two separate approaches one is to compare the ratios then obviously 3/4 is greater than 2/3. But that just didnt do it for me. So I thought maybe I should see what part of the whole is worth the dollar so I got 3/5 for the first shop keeper ( 2/3*0.60=6/15) and 3/5 for shop keeper number 2, hence that way also shop keeper 2 is a better option.

Two dishonest shop-owners mix water to milk before selling it in the market. The first shop-owner mixes
water to milk in the ratio 2 : 1 and second shop-owner mixes water to milk in the ratio 3 : 1. Now if both
of them sell the milk at their cost price of $.60 and $.80 respectively, then from which shop-owner should the customer purchase the milk to get the maximum quantity of pure milk per $ paid?
a. 1st milkman
b. 2nd milkman
c. Any one
d. Data Inadequate
e. none of above

Milkman 1 ratio of W:M = 2:1
hence milk = 1/3*0.6 = 0.2 = 33.33%

Milkman 2 W:M = 3:1
milk = 1/4*0.8 = 0.2 = 16.666%

Hence A.

My only concern is, the quantity of milk sold for the C.P. is not given, making the data inadequate.

If we assume that the cost price is given for the same quantity of milk, then "A" is the answer, otherwise "D"

One thing to note here: GMAT doesn't give you options such as 'Data Inadequate' (that is what DS questions are for) and 'none of the above'. If it is a problem solving question, I will assume that the cost price if for the same 1 unit of milk (could be 1 lt, 1 gallon, whatever)
If it is a DS questions, then yes, information is missing here.

and if you do intend to assume, it should be quite straight forward to realize that percentage of milk in 1st milkman's mixture is higher and he charges lower. He obviously presents a better deal to the customer.
