I am not really sure here as I haven't started on my quant preps yet, so please excuse any blunder:
We need the number of way in which Julia would finish the race before Maria. Since there's no other piece of information, it doesn't matter where either of them finishes. Therefore, the approach would be a simple 5P2 = 20 ways.
