From question 20% of cars parked illegally are towed. So 20% amounts to 3% of total cars in the parking lot. 100% amounts to 100/20*3 = 15% IMO Option C

80% of the cars which are parked illegally are not towed.
So, 20% of the cars which are parked illegally are towed
--> 20% of X = 3
--> 0.2X = 3
--> X = 15

IMO Option C

We are given that 3% of the cars are towed for parking illegally and that 80% of the cars which are parked illegally are not towed, so 20% are towed. Letting n = the percent of cars that are parked illegally, we have:

0.2n = 3

n = 15
