Total =X+Y-both+neither
200= 100+120-40+neither
Neither=20
Answer choice is E

Neither = Total - (Dress shirts + Neckties - Both) = 200 - (120+100-40)
= 200 - 180 = 20

This is a very popular question type (overlapping sets) on the GMAT.
This question is somewhere in the 550-600 level of difficulty.

Here's a video featuring the Double Matrix Method (it can be used for most overlapping sets questions of this nature:

We can create the equation:

Total = Shirts + Ties - Both + Neither

200 = 120 + 100 - 40 + N

20 = N

Answer: E

It can be written: 120+100-40+neither = 200
so, it gives: neither = 200-180 = 20
Answer: E
