i have always had conceptual problems with such questions?

if february in certain year has 28 days, the max# of BM - 2
but if in a given year february has 29, the max# of BM - 1

can anybody explain, which one should choose? and most important WHY?

I don’t see a problem even if Feb has 29 days. If the second full moon in Jan occurs on 31st, then the next one would be due only on 1st of March, which gives two blue moons.

Getting 2

If we take first full moon on Jan1st. first blue moon will be on Jan second will be on March.

You aren't asked to assume anything. You are asked for the maximum that could occur in a calendar year. So OA=B
