Why can't it be 9 teams (1Pg and 1Sg) since it doesn't specify, we have to include everyone?

What am I missing?

Bunuel As the question does not explicitly state that every member must be selected, shouldn't the answer be 9 (A team with 1 PG, 1SG each)?
Please explain where I might be going wrong with my interpretation of the question stem.

What is the maximum number of teams that can be formed using 12 point guards (PG) and 9 shooting guards (SG) if all the teams must have the same number of PGs and the same number of SGs?

You are right; it would be clearer if the question explicitly stated that all players must be used. Otherwise, the answer could be 12, with each team having 1 PG and 0 SG.
