The answer is E, 17.
This is kind of a bad question. I don't like it that much. You kind of have the plug in every answer choice and then find the one.
In this case only E came out to be an integer since the number of case diagnosed can not be fraction.
plug in 17, that gives you 17/x=85/100
x=1700/85=20

only way to solve this one is by plugging. Basically need to find an answer which gives integar value for total number of detected cases in previous
= 1/0.85 * x
plugging all choices for X and only 17 gives an integar so E........
= 1/0.85 * x
