I get D.

Assume total number = 100
Foreigners(F) + Non-foreigners (N) = 100
0.6F + 0.25 N = 40

Use these two equations to solve for F = 65
Foreigners who do NOT speak another language is 65(1-.60) = 26

26/100 = 26%

0.6F + 0.25N = 0.4 (N+F)
from that you get N = 4/3 F

What's asked for is: 0.4F / (F+N) = (2/5)F / ( 4/3 F + F )

= 6/35 ~ 6/36 = 1/6 = 0.1667 ~ 0.17 = 17%

ANSWER: B

hey emoryhopeful i did the same thing as you
but when i solve for
F+N = 100
.6F + .25N = 40

i get F = 300/7, different to what you got.

and from there i get ~17 so B

it should be B.

f + nf = t
f = 0.4t
nf = 0.6t

f (not speak several languages) = 0.4f
so % of f (who do not speak several languages) = 0.4 (o.4t) or 0.16t
so the % is 16%, which is close to 17%.
