A slightly more algebraic approach:
Say total = 100
Exeed & Ticketed = 10
Exceed but Not ticketed = x
Total exceeded = 10 + x
20/100 (10+x) = x
x = 2..5
Total Exceeded 12.5 or 12.5%
Say total = 100
Exeed & Ticketed = 10
Exceed but Not ticketed = x
Total exceeded = 10 + x
20/100 (10+x) = x
x = 2..5
