Mileage between A to B is the same as mileage between B to A.
So start putting X in the first row...All columns of first row will be filled = 6 entries
Now, come to second row..first column..mileage between B to A is the same as mileage between A to B ( i.e.first row second column, which is already entered )...so new entries will be from B-B, B-C, B-D, B-E, B-F ( so, one entry is less ) => total entries = 6+5=11
for third row, start from C-C to C-F...and so on...
so total number of entries which are duplicated = 0 ( first row ) + 1 ( second row ) + 2 ( third row) + 3 ( fourth row) + 4 ( fifth row ) + 5 ( sixth row ) = 15
Hence total entries to be filled = (6*6) = 36 - 15 = 21 ( simple !

Thank you for the prompt response. The problem is that I am not familiar with the word 'mileage' in this context, is it a separate concept that GMAT tests? any responses around this would be highly appreciated.
By the way, the OA is not B.
...A to A, B to B ..F to F should be omitted so, 21-6 = 15.
