The answer is A.

Mileage is the distance in miles between any two points.

In this example it is the distance is miles between any two cities. See the image attached for the solution. Also remember distance between city A and city B is the same as the distance between city B and city A. Also the distance between city A and city A does not need to be counted.

Oops...i am a bit rusty :)...A to A, B to B ..F to F should be omitted so, 21-6 = 15.
