1kg = 2.2lb
How many 1/18 of 1kg are in 2.2lb? - Split the 1kg into 18 parts.
18/2.2 is closer to 8 than it is to 9.

Maybe I'm an idiot but reading that question kinda hurt my brain.
I did it like this:
k = kg, e = eighteenth of a kg, p = pound
e/k = 18/1
k/p = 1/2.2
e/p (which is what we want) = e/k * k/p = 18/2.2
we know that 18/2 = 9 and 18/3=6 so the answer must be less than 9 and bigger than 6. Since its closer to 8 the answer is B

...i had to read the statement close to 10 times before i understood what it is asking for.
