3 notepad of the same size and same color = 2 * 4(2 sizes, 4 colors) = 8

Since we have two sizes of pad, we'll call them "small" and "large". We can make four different types of packages:
A package of Large pads with three different colors
A package of Large pads with three of the same color
A package of Small pads with three different colors
A package of Small pads with three of the same color
To answer the question, we can find the number of ways to make the Large packages, and then simply multiply it by two. The number of ways to make a Large package will be 4C3 + 4C1.
2 * (4C3+4C1)
2 * (4 + 4)
2 * 8
= 16
