giving it a try ...
Let's assume distance = 100 m.
75 m is travelled in 50 mph. time taken = 75/50 h
let's assume , rest 25 m is travelled in x mph. time taken = 25/x.
Now, given that 100 / [ (75/50) + (25/x) ] = 40.
therefore , solving x = 25.

I guess there could be some other quicker way of solving this.
This is looking like an weighted avg problem - din't able to apply though.
