"First, neither Mr Obama nor the Republicans HAVE a workable plan for dealing with even their own main concern; and second, neither side seems interested in dealing with the other’s priority."
.. as the second subject is "the Republicans" is plural??

IMO 'have' is correct usage. The republicans party + has is correct
I vote for "have" as well. The fact that Mr. Obama is being compared to a group of people alone tells me republicans needs to follow a plural as part of the neither nor structure.
IMO have is appropriate. We could have the word 'has', if we had 'Republicans party'. Since we are talking of the many republicans, a plural verb is correct.
The republicans is a party and it should be has as things such as parties, army etc are considered plural.
