Is Police singular or plural ??
Here are some of the words I can think of, which represent collective groups and are considered singular..
Group (eg. The group is big)
Union (eg. The union wants to ...)
Majority (eg. The majority wants out ...)
Obviously, the same words above can be used in the plural context too..
A group of people want to ...
A part of the union want it out.
A majority of the voters seem to agree.
Any More you guys can think of ??

Nice question....
A point of confusion where many tend to go wrong.
A small trick would be helpful to remember here although a list which you ask so would not be all that helpful if once the usage is klnown.
When a collective is used to mean together or in bunch, the verb is singular.
for eg:- The staff is in a meeting.
Here the word staff is used for all staff members and since it is used to mean all here, the verb is singular.
When the collective noun is used to consider in parts, then verb is plural
for eg:- The staff are in disaggrment over the findings.
Here the word Staff is used to express opinion which would be different from one another and hence when expressed together the verb is plural.
The important part to consider here is the word Staff is acting as seperate individuals.
A stilll better way to remember would be like your examples:
Wherein, one uses singular verb when the collective noun is preceded with the article the
and use plural noun when the collective noun is preceded with of the .

Maybe a list somewhere would be helpful.The Police is plural when you refer to people and singular when you are talking about an organization.
Usually it is The Plice - there is an article.
