Conclusion is the author's opinion. It is what he/she is trying to convey through the argument. What do you think the author is trying to convey? What does he/she believe in?
Without knowing the rest of the argument, it is hard to say but from what it is given, I would say that the conclusion is the following:
"Phil is the greatest sportsperson in the history of football."
This is what the author thinks. He/she also says that most football lovers agree with this FACT. HE/she says that it is a fact so he/she does believe in it.

My intention is to understand what the conclusion is or what the author believes in when he says "he is great. some people believe it while some people dont".
Since he states that the sportsperson is great, can we conclude that atleast it is what the author means?
